Real lupnt::TcbToTcl(Real t_tcb)

Convert Barycentric Coordinate Time (TCB) to Lunar Coordinate Time (TCL).

Implements Turyshev 2026, Eq. (23)/(25), using the lunar center as the BCRS clock position. With x = x_M, the position term v_M · r_M is zero.
