Polymorphic base for a measurement model. Subclass in Python and implement compute(self, x) -> (z, H = dh/dx, R) to both generate and predict observations.

Evaluate the measurement model at state x (numpy [r; v; …]); returns (z, H = dh/dx, R). Dispatches to a Python subclass’s compute(self, x).
